To implement Article 159 and 163 of the Constitution and Paragraph 1, Article 5 of the Educational Fundamental Act, this Act is formulated to realize the principle of equal opportunity to education, ensure the balanced development of education in all areas, and respond to the characteristics and needs of education in schools in remote areas.
