Ministry of Education’s Regulations Governing the Establishment of the Academic Award Article 2

The Academic Awards shall be conferred on persons who have actively engaged in academic research in Taiwan, and have made important contributions or achieved outstanding accomplishments, and whose work is recognized by the academic community. A candidate who does not hold Republic of China nationality shall have been employed in a full-time position in Taiwan at a junior college, tertiary level educational institution, or an academic research institute for at least five years.A candidate for an Academic Award is not permitted to be a person to whom any of the situations referred to in the subparagraphs of Article 14, Paragraph 1 or in the subparagraphs of Article 15, Paragraph 1 of the Teachers’ Act pertains.
