Regulations for the Establishment and Management of Private Elementary Schools, Junior and Senior High Schools, and Affiliated Preschools for International Residents Article 4
The person who applies to establish a School for International Residents (SIR) shall be the founder of such a school and have experience in conducting the educational affairs for the public welfare.
