If an internal dispute of the Board of Directors has made convening a Board meeting impossible and such an impasse has affected the smooth operation of the school, the regulating authorities of the municipal or county (city) government shall take necessary steps to resolve such an issue per the provisions of Article 32 or Article 33 of the Rules.
