Enforcement Rules of the Government Procurement Act Article 51
In conducting the tender opening, an entity shall make a record thereof, in which it includes the following particulars and is signed jointly by the tender opening personnel. Where there is a procurement supervision personnel at the tender opening, he/she shall also sign on the record.1. the job number, if applicable;2. a summary of the nature and quantity of the subject of tendering;3. names of the tenderers;4. the tender prices of each tenderer, if applicable;5. the date of tender opening; and6. other necessary matters.Where the opening of tender cannot be proceeded due to the lack of three or more tenders, a record including reasons related thereto shall be made. The particulars of the preceding paragraph shall apply mutatis mutandis to the record.

機關辦理開標時應製作紀錄，記載下列事項，由辦理開標人員會同簽認；有監辦開標人員者，亦應會同簽認：
一、有案號者，其案號。
二、招標標的之名稱及數量摘要。
三、投標廠商名稱。
四、有標價者，各投標廠商之標價。
五、開標日期。
六、其他必要事項。
流標時應製作紀錄，其記載事項，準用前項規定，並應記載流標原因。
