Government Procurement Act Article 9
The term "responsible entity" referred to in this Act means the Procurement and Public Construction Commission. A Minister without Portfolio shall be assigned concurrently as Chairperson of the Commission.The term "superior entity" referred to in this Act means the entity at a level immediately above the procuring entity. If there is no such superior entity, then the procuring entity shall perform the functional duties of the superior entity as provided for in this Act.

本法所稱主管機關，為行政院採購暨公共工程委員會，以政務委員一人兼任主任委員。
本法所稱上級機關，指辦理採購機關直屬之上一級機關。
其無上級機關者，由該機關執行本法所規定上級機關之職權。
