Government Procurement Act Article 65
The contractor shall perform the contact for construction work or services by itself and may not assign the contract to others.The term of contract assigning referred to in the preceding paragraph means an arrangement under which a contractor makes another supplier perform all or the major part of the contract for it.The preceding two paragraphs shall apply mutatis mutandis to a contract for property not readily available and required to be supplied through certain performance process.

得標廠商應自行履行工程、勞務契約，不得轉包。
前項所稱轉包，指將原契約中應自行履行之全部或其主要部分，由其他廠商代為履行。
廠商履行財物契約，其需經一定履約過程，非以現成財物供應者，準用前二項規定。
