Government Procurement Act Article 60

Where an entity notifies a supplier to explain, reduce price, engage in price reduction and comparison, negotiate, modify the content of the original tender, or re-submit a new price offer in accordance with Articles 51, 53, 54 or 57 hereof, and the supplier fails to respond within a time-limit set forth in the notification, then such supplier is deemed waiving its rights.
