Government Procurement Act Article 40
An entity may entrust another entity that has the requisite professional capacity to conduct its procurement.For entity which does not possess the requisite professional procuring capacity, the superior entity may order such entity to entrust other entity that has the requisite professional procuring capacity to conduct the procurement for it.

機關之採購，得洽由其他具有專業能力之機關代辦。
