Government Procurement Act Article 4
A juridical person or organization which takes a grant from an entity shall conduct a procurement in accordance with this Act and be under supervision by the entity provided that the amount of the grant is not less than half of the procurement value and also reaches the threshold for publication.The preceding paragraph is not applicable to the procurement for art or cultural purposes, but the procurement shall be supervised by the entity that provides the grant; and the regulations governing the implementation principles, applicable scope, and supervision and management shall be prescribed by the Ministry of Culture.

法人或團體接受機關補助辦理採購，其補助金額占採購金額半數以上，且補助金額在公告金額以上者，適用本法之規定，並應受該機關之監督。
藝文採購不適用前項規定，但應受補助機關之監督；其辦理原則、適用範圍及監督管理辦法，由文化部定之。
