Government Procurement Act Article 35
An entity may provide in the tender documentation that a supplier is allowed to submit an alternative technology, construction methods, materials, or equipment to shorten construction duration, save expenditure, or increase the efficiency, provided that the original function requirement is not impaired. The implementing regulations shall be prescribed by the responsible entity.
