Regulations for Bid Bond, Guarantee Bond and Other Guarantees Article 21
An entity may, upon considering the characteristics and actual needs of the procurement, prescribe in the tender documentation that the winning tenderer may receive an advance payment and amount thereof, and that the tenderer shall, prior to receiving the advance payment, provide a refund bond for advance payment in the like amount.Where necessary, an entity may notify the supplier to furnish an explanation as to the use of advance payment after receiving such payment.

機關得視案件性質及實際需要，於招標文件中規定得標廠商得支領預付款及其金額，並訂明廠商支領預付款前應先提供同額預付款還款保證。
