Where the competent authority during the review process rule that the application by a professional engineering consulting firm for permission or issuance of the registration certificate is nonconforming with the requirement, the competent authority shall inform the applicant to make up the insufficiency within fifteen days if the insufficiency may be made up, and shall dismiss the application if the insufficiency is not made up within the specified time limit or if the makeup proves incomplete.
