National Property Act Article 32
The public use property should be utilized in accordance with predetermined plans, stipulated purposes or enterprise purposes; of which, the enterprise use property should still be utilized in accordance with operating budget procedures.Unless otherwise specified in Acts, administration authorities shall plan the development, utilization, and management of natural resources appropriately and efficiently.
