These Regulations shall become effective from the date of their proclamation, but Paragraph 2, Article 11, which was amended and promulgated on September 25, 2017, shall come into effect on January 1, 2018. Paragraph 2, Article 18, which was amended and promulgated on February 23, 2026, shall come into effect on March 1, 2026.
