The Tobacco and Alcohol Administration Act Article 24
The central competent authority, to promote the enhancement of the quality of alcohol products, shall provide a certification system concerning the quality of domestically produced alcohol products.The central competent authority may engage other agencies or institutions to carry out the certifications of the quality of the alcohol products in the preceding paragraph.
