Persons that are obligated to pay charges and fees are as follows:1. Those who file their applications with the Agency/School for services set forth in Article 7 or use services/items set forth in Article 8.2. Those who are notified by the Agency/School pursuant to applicable law and regulations to pay charges and fees.

規費之繳費義務人如下：
一、向各機關學校申請辦理第七條各款事項或使用第八條各款項目者。
二、經各機關學校依法令規定通知應繳規費者。
