Regulations Governing the Planning, Appraisal, Implementation, Supervision and Performance Evaluation of International Cooperation and Development Affairs Article 3
When handling international cooperation and development affairs, the competent authority or other government agencies/institutions shall, when necessary, conduct a feasibility study in the following areas:1. Technical capacity and human resources.2. Environmental impacts.3. Financial analysis.4. Market analysis and potential commercial benefits.5. The compatibility of regulations and systems in partner countries.6. The expected benefits to and impacts upon the social and economic development of partner countries.7. The organizational structure and implementation capacity of project implementing agencies/institutions in partner countries.The feasibility study mentioned in Article 13, Paragraph 1 of the Act shall, when necessary, include the following items:1. Basic survey data and analysis (for example, site investigation, hydrological/meteorological data, existing infrastructure, etc.).2. An environmental impact assessment and response measures.3. Analysis of land acquisition and a utilization plan.4. Analysis of development methodologies, and project planning and scheduling.5. Cost estimates, financial benefits and appraisal of the feasibility of engaging ROC businesses.6. Engineering maintenance management strategies and related risk response measures.7. The expected benefits of engineering work.8. Conclusions and recommendations.

主管機關或其他政府機關（構）辦理國際合作發展事務，應視需要對下列事項進行可行性評估：

二、環境之影響。
三、財務分析。
四、市場分析及可能衍生之商業效益。
五、合作國家法令、制度之相容性。
六、合作國家社會、經濟之預期效益及影響七、合作國家計畫執行機關（構）之組織架構及執行能力。
本法第十三條第一項之可行性評估意見，應視需要包括下列項目：
一、基本資料調查及分析（如工址調查、水文氣象、現有基礎設施等）。
二、環境影響評估及因應措施。
三、土地之取得及使用計畫分析。
四、開發方式、工程計畫及預定進度分析。
五、成本預估、財務效益及我國廠商參與之可行性評估。
六、工程維護管理之策略及相關風險因應措施。
七、工程預期效益。
八、結論及建議。

二、環境之影響。
三、財務分析。
四、市場分析及可能衍生之商業效益。
五、合作國家法令、制度之相容性。
