Document Legalization Act for the Ministry of Foreign Affairs and Overseas Missions Article 16
The Ministry may issue certificates for the following:1. To certify the photocopy of an ROC passport as a true copy;2. To certify as an identical copy the photocopy of a document issued by a foreign institution not authenticated by an overseas mission. However, said certificate’s validity shall be limited to specific documents declared by the Ministry as ones that are to be sent to an overseas mission for authentication.

主管機關得依申請就下列事項出具證明：
一、我國護照影本與正本相符。
二、外國文書影本與其未經駐外館處驗證之原本或正本相符。
但以該文書影本係為送往駐外館處驗證，並經主管機關公告受理者為限。
