The Enforcement Rules of the Immigration Act Article 29
The competent authorities based on the principle of reciprocity, through international economic cooperative investments, rewarded overseas investments, agricultural technique cooperation or other measures, may sign mass immigration cooperation agreements with countries or regions that welcome our nationals, or coordinate with the Ministry of Foreign Affairs to represent the government to sign mass immigration agreements with recipient governments.The competent authorities may entrust related agencies or groups to conduct planning, selection, and training for mass immigration and provide counseling, assistance, and attendance for immigrants.
中文原文 入出國及移民法施行細則第29條
主管機關對於歡迎我國移民之國家或地區，基於雙方互惠原則，得以國際經濟合作投資、獎勵海外投資、農業技術合作或其他方式，簽署集體移民合作協定，或協調外交部代表政府與移居國政府為之。
集體移民之規劃、遴選、訓練及移居後之輔導、協助、照護等事宜，主管機關得委託有關機構或團體辦理。
