Disaster Prevention and Protection Act Article 14
(Establishment of Emergency Response Teams)To handle disaster prevention and protection affairs or coordinate with the disaster response center of each tier in executing disaster response countermeasures in case of a disaster or risk of disaster presents, any agency, division or public enterprises designated in the disaster prevention and protection operation plan and regional disaster prevention and protection plan shall establish emergency response teams to execute all the response measures.

災害發生或有發生之虞時，為處理災害防救事宜或配合各級災害應變中心執行災害應變措施，災害防救業務計畫及地區災害防救計畫指定之機關、單位或公共事業，應設緊急應變小組，執行各項應變措施。
