Standards for Establishing Places for Manufacturing, Storing, Processing Public Hazardous Substances and Flammable Pressurized Gases, and Regulations on Safety Control of such Places Article 38
For an outdoor storage place containing Class 4 public hazardous materials, its dike shall meet the following requirements:1.The capacity of the dike provided to the surroundings of a single tank shall not be less than 110% of that of the tank; if two or more than two tanks are in the same area, the capacity of its dike shall not less than 110% of that of the tank with the greatest capacity;2.The height of the dike shall not be less than 50 cm; and, if its total storage capacity is greater than 200,000 kL, shall not be less than 1 m.3.The area within the dike shall not exceed 80,000 m2;4.A dike shall not be installed with more than 10 storage tanks. However, dikes that have a storage capacity of less than 200 kL may be installed with up to 20 storage tankers if they are used to store materials at a flash point between 70℃ and 200℃; or be installed with unlimited number of storage tanks if they are used to store materials at a flash point above 200℃.5.The surroundings of the dike shall be established with roads that connect to the roads inside the dike and the width of the roads shall not be less than 6 m. Nevertheless, for dikes that are in any of the following circumstances and have enough room for firefighting vehicles to turn around, the roads thereof may be installed on more than two sides:(1)The capacity of each storage tank inside the dike is less than 200 kL.(2)The storage tank inside the dike is used to store materials at a flash point above 200℃.(3)It is difficult to install road in the surroundings.6.The distance between the dike and shell of an outdoor storage tank shall not be less than one third of the storage tank’s height, if it is less than 15 m, or be less than half of its height, if it is more than 15 m, unless its stored materials are at a flash point above 200℃.7.The dike shall be of concrete reinforced with steel bars or soil, and be provided with a measure to prevent leakage and permeation of the materials stored in the tank;8.Storage tanks with a capacity of more than 10,000 kL shall be established with separation banks in surroundings of each storage tank in compliance with the following requirements:(1)The separation bank shall be at least 30 cm, and be 20 cm lower than the dike; and(2)The separation bank shall be of concrete reinforced with steel bars or soil .9.No pipes other than those for tank storage and firefighting shall be installed inside the dike;10.The pipes must not pass through the dikes, unless the structure and functions of the dikes are not affected;11.Drainage equipment shall be provided for the dike to discharge water accumulated inside the dike, with the operation valves to be provided outside the dike and be normally closed;12.For outdoor storage tanks with a capacity of more than 1,000 kL, the switching valve of its drainage equipment shall be easily identified;13.For outdoor storage tanks with a capacity of more than 10,000 kL, the dikes thereof shall be provided with leakage prevention and testing equipment, and be installed with an alarm system in an accessible area.14.For dikes with a height of above 1 m, it is a must to set up stairs or a soil ramp therefor every 30 m.For dikes of storage containers that store the Six Materials in liquid status as described in the preceding paragraph, the capacity thereof shall not be less than the maximum storage tank capacity and shall meet the requirements set forth in Subparagraphs 2, 7 to 12, and 14 of the preceding paragraph.

室外儲槽場所儲槽儲存第四類公共危險物品者，其防液堤應符合下列規定：
一、單座儲槽周圍所設置防液堤之容量，應為該儲槽容量百分之一百十以上；同一地區設有二座以上儲槽者，其周圍所設置防液堤之容量，應為最大之儲槽容量百分之一百十以上。
二、防液堤之高度應在五十公分以上。
但儲槽容量合計超過二十萬公秉者，高度應在一公尺以上。
三、防液堤內面積不得超過八萬平方公尺。
四、防液堤內部設置儲槽，不得超過十座。
但其儲槽容量均在二百公秉以下，且所儲存物之閃火點在攝氏七十度以上未達二百度者，得設置二十座以下；儲存物之閃火點在攝氏二百度以上者，無設置數量之限制。
五、防液堤周圍應設道路並與區內道路連接，道路寬度不得小於六公尺。
但有下列情形之一，且設有足供消防車輛迴車用之場地者，其設置之道路得為二面以上：
（一）防液堤內部儲槽之容量均在二百公秉以下。
（二）防液堤內部儲槽儲存物之閃火點均在攝氏二百度以上。
（三）周圍設置道路確有困難。
六、室外儲槽之直徑未達十五公尺者，防液堤與儲槽側板外壁間之距離，不得小於儲槽高度之三分之一；其為十五公尺以上者，不得小於儲槽高度之二分之一。
但儲存物之閃火點在攝氏二百度以上者，不在此限。
七、防液堤應以鋼筋混凝土造或土造，並應具有防止儲存物洩漏及滲透之構造。
八、儲槽容量超過一萬公秉者，應在各個儲槽周圍設置分隔堤，並應符合下列規定：
（一）分隔堤高度應在三十公分以上，且至少低於防液堤二十公分。
（二）分隔堤應以鋼筋混凝土造或土造。
九、防液堤內部除與儲槽有關之配管及消防用配管外，不得設置任何配管。
十、防液堤不得被配管貫通。
但不損傷防液堤構造性能者，不在此限。
十一、防液堤應設置能排放內部積水之排水設備，且操作閥應設在防液堤之外部，平時應保持關閉狀態。
十二、室外儲槽容量在一千公秉以上者，其排水設備操作閥開關，應容易辨別。
十三、室外儲槽容量在一萬公秉以上者，其防液堤應設置洩漏檢測設備，並應於可進行處置處所設置警報設備。
十四、高度一公尺以上之防液堤，每間隔三十公尺應設置出入防液堤之階梯或土質坡道。
儲存前項以外液體六類物品儲槽之防液堤，其容量不得小於最大儲槽容量，且應符合前項第二款、第七款至第十二款及第十四款規定。
