Police Power Exercise Act Article 28
To prevent or eliminate on-going acts or situations that may endanger public safety, public order or personal life, health, freedom, reputation, or property, the police may exercise the power stipulated in this Act or take other necessary measures.The powers exercised or measures taken by the police in accordance with the provisions prescribed in the preceding paragraph shall be limited to the period when other authorities are unable to or cannot stop or remove the danger.

警察為制止或排除現行危害公共安全、公共秩序或個人生命、身體、自由、名譽或財產之行為或事實狀況，得行使本法規定之職權或採取其他必要之措施。
警察依前項規定，行使職權或採取措施，以其他機關就該危害無法或不能即時制止或排除者為限。
