Assembly and Parade Act Article 19
When the responsible person of an assembly or parade is unable to preside over the assembly or parade or maintain the order on the scene in person, His proxy may act on his or her behalf.The authority and responsibilities of the proxy shall be the same as those of the responsible person.

集會、遊行之負責人，因故不能親自在場主持或維持秩序時，得由代理人代理之。
