Regulations on Sale and Lease of New Town Lands Through Tendering Article 13
Where the purchaser pays the purchase price according to the payment plan and time limit described in the investment plan, and the proportion already paid has reached 30% of the total amount payable or more, the purchaser may apply for using the land in advance.Where the purchaser applies for using the land in advance, royalty fees for using in advance shall be paid, and a letter of commitment for paying the land royalty fee year after year shall be enclosed in the application.The above-mentioned royalty fee is calculated yearly according to the amount of land purchase price payable but not paid by the purchaser as well as the bank loan interest rate of the New Town Development Foundation.

承購人依其投資計畫所載土地價款繳付計畫及繳款期限繳款，且所繳價款已達應繳價款百分之三十以上者，得向主管機關申請先行使用土地。
承購人申請先行使用土地者，應支付先行使用土地使用費；如按年支付者，應附具按年支付土地使用費承諾書。
前項使用費依承購人應繳未繳土地價款額度及新市鎮開發基金之銀行貸款利率按年計算。
