Spatial Planning Act Article 16
After announcing the implementation of a municipality or county (city) spatial plan, the competent authority of a municipality or county (city) shall notify the local urban planning authority to establish or revise urban plans consistent with the guidelines set forth in the spatial plan.The central competent authority or the competent authority of the municipality or county (city) may make the urban planning authority responsible for establishment or revision of the urban plan as stated in the preceding paragraph within a given period, or may itself establish or revise urban plans if necessary.

直轄市、縣（市）國土計畫公告實施後，應由直轄市、縣（市）主管機關通知當地都市計畫主管機關按國土計畫之指導，辦理都市計畫之擬訂或變更。
前項都市計畫之擬訂或變更，中央主管機關或直轄市、縣（市）主管機關得指定各該擬定機關限期為之，必要時並得逕為擬定或變更。
