Coastal Zone Management Act Article 23
The central competent authority of water conservancy shall consult with competent authorities of related industries to establish a coastal disaster prevention works planning and design manual that gives consideration to marine weather, meteorology, topography, geology, elevation fluctuation, erosion, and other coastal conditions, as well as the impact of waves, weight of the works, water pressure, earthquack, and drifting objects.

中央水利主管機關應會商相關目的事業主管機關考慮海象、氣象、地形、地質、地盤變動、侵蝕狀態、其他海岸狀況與因波力、設施重量、水壓、土壓、風壓、地震及漂流物等因素與衝擊，訂定海岸防護設施之規劃設計手冊。
