Housing Act Article 21-1
When formulating, expanding, or conducting a comprehensive review of an urban plan, the urban planning authority shall take into account the local population development and housing conditions, and, in consultation with the municipal or county (city) competent authority, evaluate the demand for social housing and designate land required for such use.
