Enforcement Rules of Common Duct Act Article 3
Upon the announcement of Common Duct system, the applicators for the systematical excavation of the road in the system shall propose to the competent authorities at municipal and hsien (or city) levels the review plan according to following regulations:1.For those utility agencies (or organizations) which have not been included in the Common Duct system shall submit the review plan of piping and wire network to match the Common Duct system, when applying for excavation.2.For those utility agencies (or organizations) which have been included in the Common Duct system shall submit construction schedule review plan to match the Common Duct system, when applying for excavation.3.The authority of public works shall submit construction schedule review plan to match the Common Duct system, when applying for excavation.

共同管道系統公告後，申請計畫性挖掘該系統內之道路者，應依下列規定，向直轄市、縣（市）主管機關提出檢討計畫：
一、未規劃納入共同管道系統之管線事業機關（構）申請挖掘時，應提出配合共同管道系統之管線網路檢討。
二、已規劃納入共同管道系統之管線事業機關（構）申請挖掘時，應提出配合共同管道系統之建設時程檢討。
三、公共工程主辦機關申請挖掘時，應提出配合共同管道系統之建設時程檢討。
