Urban Road Act Article 21
In order to meet special needs, the Ministry of Interior may, after consultation with authorities concerned, require the original responsible authorities to delegate a part or the entire urban roads to other authorities for management. When such needs no longer exist, the roads shall be subject to the original authorities for management.
