Condominium Administration Act Building Administration Division Article 13
Reconstruction of a condominium shall require the consent of all unit owners, base owners, superficies owners, mortgage holders or pawn holders except there is one of the following circumstances:1. The reconstruction is to be conducted in line with an urban renewal project.2. The building is so seriously damaged, collapsed or decayed that public safety is endangered.3. The building may endanger public safety after it has been damaged in an earthquake, flood, typhoon, fire or other critical incidents.

公寓大廈之重建，應經全體區分所有權人及基地所有權人、地上權人或典權人之同意。
但有下列情形之一者，不在此限：
一、配合都市更新計畫而實施重建者。
二、嚴重毀損、傾頹或朽壞，有危害公共安全之虞者。
三、因地震、水災、風災、火災或其他重大事變，肇致危害公共安全者。
但有下列情形之一者，不在此限：
