Governments at all levels shall formulate community development fee charging standards and rates within the amount limit set forth under Paragraph 2, Article 2 of the Statute according to actual situations and in consideration of the following:1.Actual project cost required.2.Level of benefit.3.Land price.4.Affordability of an average beneficiary (fee obligor) within the area concerned.
