Rental Housing Market Development and Regulation Act Article 23
The guarantee bond is a separate patrimony of rental housing service businesses and their employees. Except in circumstances referred to in Paragraph 4 of Article 31, the guarantee bond shall not be transferred, held in custody, set off, or used as collateral.Ownership of the guarantee bond shall be transferred when rental housing service businesses merge or change organizational form.

營業保證基金獨立於租賃住宅服務業及其受僱人之外，除第三十一條第四項規定之情形外，不因租賃住宅服務業或其受僱人之債權債務關係而為讓與、扣押、抵銷或設定負擔。
