Land Act Article 129
Settlers on public uncultivated land shall be of the following two types:(1)Farming cultivated lands themselves.(2)Agricultural production cooperatives.The agricultural production cooperatives referred to in the preceding paragraph shall be limited to those that have been duly registered according to Act and whose component members cultivate land themselves.
