Commercial Group Act Article 49
A trade association should be established with approval from the competent authorities when in a special zone, there are more than five licensed corporations and firms of export trades established in accordance with Company Act or Business Registration Act.A national league of trade associations of export trades is to be established with approval from central competent authorities when there are more than three trade associations in a special zone.

特定地區內依公司法或商業登記法取得登記證照之輸出業同業公司、行號達五家以上者，應報經主管機關核准，組織該業輸出業同業公會。
特定地區同業之輸出業同業公會達三個以上者，經中央主管機關核准，得組織全國性該業輸出業同業公會聯合會。
特定地區同業之輸出業同業公會達三個以上者，經中央主管機關核准，得組織全國性該業輸出業同業公會聯合會。
