Industrial Group Act Article 42
When three industrial trade associations of a same trade exist in a province or a municipal or in a certain area, a national league of industrial trade associations should be established with the approval of the competent authorities.For special industrial groups, the national league may be established accordingly with the approval of the competent authorities.

特定地區及省（市）某業工業同業公會成立滿三單位以上時，得報經主管機關核准，發起組織全國該業工業同業公會聯合會。
性質特殊之團體，發起單位不足前項規定數額者，得由主管機關酌情核准之。
