Enforcement Rules of the Implementation Act of Substitute Services Article 11
Authorities and responsibilities for basic training and professional training specified in Article 13 of the Act are classified as follows:1. The competent authorities shall develop the training guidelines and instructions.2. The competent authorities, in collaboration with the MOD, shall develop and carry out the basic training programs.3. The requisition agency shall develop, carry out, and supervise the professional training programs for general substitute service.4. The competent authority shall develop, carry out, and supervise the professional training programs for the R&D or industry training substitute service.The military force included in the basic training programs sponsored by the MOD as mentioned in Subparagraph 2 above shall be excluded in the sum of the authorized size of the national army.

本條例第十三條所定基礎訓練及專業訓練，其權責區分如下：
一、主管機關辦理訓練方針之訂定及指導。
二、主管機關會同國防部辦理基礎訓練計畫之訂定及執行。
三、需用機關辦理一般替代役專業訓練計畫之訂定、執行及督考。
四、主管機關辦理研發或產業訓儲替代役專業訓練計畫之訂定、執行及督考。
前項第二款國防部辦理基礎訓練之兵力，不列計國軍總員額。
