Household Registration Act Article 47
If the applicant cannot make an application personally, he/she shall entrust another person with a letter of proxy to make such application.Except where there are due reasons which the Household Registration Office approves, the provision outlined in the previous Paragraph does not apply to the registrations of parentage, adoption termination, narriage, or divorce agreed upon by both parties concerned.
