Household Registration Act Article 15
Those who do not have domestic household registration shall make initial household registration if they meet one of the following conditions:1. An ROC citizen who enters the country and has been approved to reside domestically.2. A foreign national or stateless person who has become naturalized or regained his/her ROC nationality and has been approved to reside domestically.3. A citizen from Mainland China, Hong Kong, or Macau who has been approved to reside domestically.4. Those born in the ROC are over 12 years of age, without birth registration, reside in the ROC legally, and have never departed from the country.

在國內未曾設有戶籍，且有下列情形之一者，應為初設戶籍登記：
一、中華民國國民入境後，經核准定居。
二、外國人或無國籍人歸化或回復國籍後，經核准定居。
三、大陸地區人民或香港、澳門居民，經核准定居。
四、在國內出生，十二歲以上未辦理出生登記，合法居住且未曾出境。
