The Central Election Commission shall handle the following affairs:1. Issuance of public notice of elections and recalls2. Procedures and planning for matters related to elections and recalls3. Candidate registration applications4. Examination of candidate qualifications5. Public education related to elections and recalls6. Organizing televised broadcasts of candidates expressing their political views and informational briefings about recalls7. Supervision of elections and recalls8. Examination of the outcome of elections and recalls9. Issuance of certificates verifying that a person has been elected10. Campaign expense subsidies for candidates11. Other matters related to elections and recalls
