Enforcement Rules of the Orders Act Article 3

If the order is granted according to Articles 6-8 of this Act, the Order of Brilliant Star shall be granted first, and the Order of Propitious Clouds may be granted for individuals who have made outstanding contribution.For the above purpose, the outstanding contribution refers to a more outstanding contribution than an ordinary contribution to the nation or society.
