Enforcement Rules of the Orders Act Article 22
If a government functionary is granted an order by a foreign government, the government functionary can wear such order after the Ministry of Foreign Affairs requests the Executive Yuan to obtain approval from the president.

公務人員遇有外國政府給予勳章時，應即報由外交部函請行政院轉呈總統核准後，方得佩帶。
