Enforcement Rules of the Orders Act Article 16
If the competent Yuan grants the order as an agent together with the superior of the decorated person, the decorating condition shall be respectively reported to the higher authority or escalated to the Office of the President for approval. If an overseas embassy or consulate grants the order as the agent, the Ministry of Foreign Affairs shall request the Executive Yuan to forward the decorating condition to the Office of the President for approval.

主管院部會及受勳人之該管長官奉命代授勳章，應將授勳情形分別陳報或陳由上級機關層轉總統府備查，駐外使領館代授勳章，應將授勳情形報由外交部陳請行政院函轉總統府備查。
