Enforcement Rules of the Praise and Commendation Act Article 14
The preliminary review authority shall conduct a detailed investigation on the outstanding contribution of the application and consult the competent authority about said outstanding contribution; the competent authority of the outstanding contribution shall express its opinions on whether or not they meets the requirements.After review, the preliminary review authority shall make and submit a preliminary review opinion to the Executive Yuan for review. For praise and commendation through a horizontal inscribed board, the Executive Yuan shall submit the outstanding contribution table to the president for approval. For praise and commendation through formal decree, after approval by the Executive Yuan, the application shall be made to the president for approval together with the outstanding contribution table.

初審機關應就申請褒揚之事蹟詳實調查，並徵詢其事蹟主管機關意見；事蹟主管機關應就符合褒揚要件與否，具體表示意見。
初審機關審查合格後，應填具初審意見，報行政院審查。
題頒匾額案件，由行政院檢附褒揚事蹟表呈請總統核頒。
明令褒揚案件，提經行政院會議通過後檢附生平事蹟，呈請總統核予褒揚。
