Lobbying Act Article 5
This Act does not apply to the following:1. Civil servants engaged in official duties in accordance with the law.2. Personnel accredited or dispatched by foreign governments or intergovernmental organizations engaged in official duties3. People or organizations that address their opinion via application, petition, pleading and statement of opinion.

下列行為，不適用本法之規定：

二、外國政府或政府間國際組織派駐或派遣之人員所為職務上之行為。
三、人民或團體依其他法規規定之程序及方式所為之申請、請願、陳情、陳述意見等表達意見之行為。
