The February 28 Incident Disposition and Compensation Act Article 4
The government shall hold an inauguration ceremony for the 228 memorial monument and set the date of the inauguration ceremony as an annual memorial date for the erection of the 228 memorial monument. The President or other relevant leaders of the government shall be invited to attend and address the inauguration ceremony.The government shall designate February 28 as Peace Memorial Day, to be a national memorial day and a public day off .Commemoration activities of the 228 Incident shall be organized by the Memorial Foundation.

政府應於紀念碑建成屆紀念日時，舉行落成儀式，敦請總統或請相關首長發表重要談話。
定每年二月二十八日為「和平紀念日」，為國定紀念日，應予放假。
