Petitions Act Article 11
When people petition, they must not gather crowds to coerce, disturb order, interfere with official duties, or do other illegal things; violators will be stopped or punished in accordance with the law, the petition-accepting authority may not accept the petition.

人民請願時，不得有聚眾脅迫、妨害秩序、妨害公務或其他不法情事；違者，除依法制止或處罰外，受理請願機關得不受理其請願。
